中共中央办公厅国务院办公厅印发《关于进一步加强财会监督工作的意见》的解读

近日,中共中央(yang)办公厅、国(guo)务院(yuan)办公厅印发了(le)《关(guan)于(yu)进一步加强财会监督工作(zuo)的(de)意见(jian)》(以(yi)下简称(cheng)《意见(jian)》)。日前,财政部负(fu)责(ze)人就(jiu)《意见(jian)》有关(guan)情况,回答了(le)记者的(de)提(ti)问。

问:请介绍一下《意见》出台的背景和重要意义。

党的十八大(da)以来,财(cai)会监督(du)(du)在推(tui)进全(quan)面(mian)从(cong)严治(zhi)(zhi)党、维(wei)护(hu)中央政令畅通(tong)、规(gui)范财(cai)经(jing)秩序、促进经(jing)济社会健(jian)康发展等(deng)方面(mian)发挥(hui)了(le)重要(yao)作(zuo)(zuo)用(yong)(yong)。但也要(yao)看(kan)到,财(cai)会监督(du)(du)工作(zuo)(zuo)还存在一些问(wen)题和(he)短板,财(cai)会监督(du)(du)体系尚待完(wan)善,工作(zuo)(zuo)机制(zhi)有(you)待理顺,法治(zhi)(zhi)建设亟待健(jian)全(quan),信息化水平不(bu)(bu)高,监督(du)(du)能(neng)力有(you)待提升,制(zhi)约了(le)财(cai)会监督(du)(du)职能(neng)作(zuo)(zuo)用(yong)(yong)有(you)效发挥(hui)。同时,财(cai)经(jing)纪(ji)律松弛现象不(bu)(bu)同程度存在,违规(gui)使用(yong)(yong)财(cai)政资(zi)金、财(cai)务(wu)造(zao)假多(duo)发、会计(ji)信息失(shi)(shi)真(zhen)、部分(fen)中介(jie)机构“看(kan)门人”职责失(shi)(shi)守等(deng)问(wen)题,严重违反国(guo)家财(cai)经(jing)纪(ji)律,扰乱(luan)市场(chang)经(jing)济秩序,亟需强(qiang)化监督(du)(du)和(he)治(zhi)(zhi)理规(gui)范。 

随(sui)着(zhe)全(quan)面深(shen)化改革向纵(zong)深(shen)推进(jin)(jin)(jin),健(jian)全(quan)完善(shan)党(dang)和(he)国(guo)(guo)家监(jian)(jian)督(du)(du)体(ti)(ti)系(xi)(xi)进(jin)(jin)(jin)入到系(xi)(xi)统集(ji)成、协同高效(xiao)的(de)新阶段(duan)。做好(hao)新时(shi)期财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)工作(zuo),必(bi)须立足(zu)当前(qian)、着(zhe)眼长远,从(cong)(cong)体(ti)(ti)制机(ji)制上破解难题,从(cong)(cong)能力(li)(li)建(jian)(jian)(jian)设(she)(she)上夯实(shi)(shi)基础(chu),加(jia)快构建(jian)(jian)(jian)健(jian)全(quan)完善(shan)、保障有(you)力(li)(li)的(de)监(jian)(jian)督(du)(du)体(ti)(ti)系(xi)(xi),建(jian)(jian)(jian)立协调配合、运转有(you)序的(de)工作(zuo)机(ji)制,切实(shi)(shi)提升财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)效(xiao)能,更好(hao)发挥(hui)财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)在(zai)党(dang)和(he)国(guo)(guo)家监(jian)(jian)督(du)(du)体(ti)(ti)系(xi)(xi)中的(de)基础(chu)性(xing)、支撑性(xing)作(zuo)用(yong)。因此,《意见》的(de)出(chu)台是贯彻落(luo)实(shi)(shi)习近(jin)平总书记关于财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)重(zhong)(zhong)要论(lun)述精神(shen)的(de)具体(ti)(ti)行动,是贯彻落(luo)实(shi)(shi)党(dang)中央、国(guo)(guo)务院关于加(jia)强财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)工作(zuo)决策部署(shu)的(de)重(zhong)(zhong)大举(ju)措。《意见》对新时(shi)代(dai)(dai)建(jian)(jian)(jian)立健(jian)全(quan)财(cai)(cai)会(hui)监(jian)(jian)督(du)(du)体(ti)(ti)系(xi)(xi)、完善(shan)工作(zuo)机(ji)制等方面作(zuo)出(chu)了顶(ding)层(ceng)设(she)(she)计,对进(jin)(jin)(jin)一(yi)步健(jian)全(quan)党(dang)和(he)国(guo)(guo)家监(jian)(jian)督(du)(du)体(ti)(ti)系(xi)(xi)、推进(jin)(jin)(jin)国(guo)(guo)家治(zhi)理体(ti)(ti)系(xi)(xi)和(he)治(zhi)理能力(li)(li)现代(dai)(dai)化,对进(jin)(jin)(jin)一(yi)步推进(jin)(jin)(jin)全(quan)面从(cong)(cong)严治(zhi)党(dang)、维(wei)护(hu)(hu)中央政令畅通,对进(jin)(jin)(jin)一(yi)步健(jian)全(quan)财(cai)(cai)政职能、加(jia)强财(cai)(cai)政管理、严肃财(cai)(cai)经纪律、维(wei)护(hu)(hu)财(cai)(cai)经秩序等方面都(dou)具有(you)重(zhong)(zhong)要意义。 

问:请介绍一下《意见》的总体思路和内容框架。

答:《意见》以(yi)习近平新(xin)时(shi)(shi)代(dai)中(zhong)国(guo)(guo)特色社会主义思(si)想为(wei)指(zhi)导,深入贯(guan)(guan)彻党的(de)(de)二十大精神,完(wan)整、准确、全面贯(guan)(guan)彻新(xin)发展理念,坚(jian)持以(yi)完(wan)善党和(he)(he)国(guo)(guo)家监(jian)督(du)体(ti)(ti)系(xi)(xi)为(wei)出发点,以(yi)推进国(guo)(guo)家治理体(ti)(ti)系(xi)(xi)和(he)(he)治理能力现代(dai)化为(wei)根本(ben)目标,注重把握(wo)财会监(jian)督(du)工(gong)作的(de)(de)时(shi)(shi)代(dai)要(yao)求、职能定位(wei)、重点任务,突出政治属(shu)性(xing),对新(xin)时(shi)(shi)代(dai)财会监(jian)督(du)体(ti)(ti)系(xi)(xi)、工(gong)作机制等(deng)方面进行科学(xue)谋划和(he)(he)统筹设计(ji),推动新(xin)时(shi)(shi)代(dai)财会监(jian)督(du)工(gong)作高质量(liang)发展。 

按照上述思路,《意(yi)见》从明确(que)(que)财(cai)会监(jian)(jian)督(du)的(de)内涵和(he)工作(zuo)(zuo)要求、构建(jian)财(cai)会监(jian)(jian)督(du)体系、健全工作(zuo)(zuo)机制等方面,搭建(jian)起财(cai)会监(jian)(jian)督(du)的(de)“四梁八柱”。《意(yi)见》共(gong)五部(bu)(bu)分(fen)(fen)。第(di)一部(bu)(bu)分(fen)(fen)是总体要求,提出(chu)(chu)新(xin)(xin)时代财(cai)会监(jian)(jian)督(du)工作(zuo)(zuo)的(de)指导(dao)思想、工作(zuo)(zuo)要求和(he)主要目标。第(di)二部(bu)(bu)分(fen)(fen)是健全财(cai)会监(jian)(jian)督(du)体系。第(di)三(san)部(bu)(bu)分(fen)(fen)是完(wan)善财(cai)会监(jian)(jian)督(du)工作(zuo)(zuo)机制。第(di)四部(bu)(bu)分(fen)(fen)明确(que)(que)了新(xin)(xin)时期财(cai)会监(jian)(jian)督(du)的(de)三(san)大重点领域。第(di)五部(bu)(bu)分(fen)(fen)提出(chu)(chu)了相关保障措施。 

问:《意见》对进(jin)一步加(jia)强(qiang)财会(hui)监督工作(zuo)提出(chu)的目标是(shi)什么? 

答:《意见(jian)》提(ti)出了到(dao)2025年的(de)工作目标。要(yao)构建(jian)起财(cai)(cai)政部(bu)(bu)门主(zhu)责(ze)监(jian)(jian)(jian)(jian)(jian)督(du)、有关部(bu)(bu)门依(yi)责(ze)监(jian)(jian)(jian)(jian)(jian)督(du)、各(ge)单位内(nei)部(bu)(bu)监(jian)(jian)(jian)(jian)(jian)督(du)、相关中介机构执(zhi)业(ye)监(jian)(jian)(jian)(jian)(jian)督(du)、行业(ye)协(xie)会(hui)自律监(jian)(jian)(jian)(jian)(jian)督(du)的(de)财(cai)(cai)会(hui)监(jian)(jian)(jian)(jian)(jian)督(du)体(ti)系;基(ji)本建(jian)立起各(ge)类(lei)监(jian)(jian)(jian)(jian)(jian)督(du)主(zhu)体(ti)横向协(xie)同,中央与(yu)地方纵向联动,财(cai)(cai)会(hui)监(jian)(jian)(jian)(jian)(jian)督(du)与(yu)其他各(ge)类(lei)监(jian)(jian)(jian)(jian)(jian)督(du)贯(guan)通(tong)协(xie)调的(de)工作机制。财(cai)(cai)会(hui)监(jian)(jian)(jian)(jian)(jian)督(du)法律制度更加健全,信息化水平明(ming)显(xian)提(ti)高,监(jian)(jian)(jian)(jian)(jian)督(du)队伍素质(zhi)不断提(ti)升(sheng),在(zai)规(gui)范财(cai)(cai)政财(cai)(cai)务管理(li)、提(ti)高会(hui)计信息质(zhi)量(liang)、维护财(cai)(cai)经纪律和(he)市场经济秩序等方面发挥重要(yao)保障作用(yong)。 

问:《意见》有哪些创新和亮点? 

答:《意(yi)见》在深化新时代(dai)财会监督理论和政策设计上有(you)(you)许多创(chuang)新和亮(liang)点,最(zui)突出的有(you)(you)以下几个方面:

问:《意见》对加大重点领域财会监督力度主要部署了哪些任务?

答(da):《意(yi)见(jian)(jian)(jian)》是(shi)指导(dao)当前和(he)今后一个时期全国财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)工作(zuo)的(de)(de)纲(gang)领性文件(jian),《意(yi)见(jian)(jian)(jian)》出台后,关键是(shi)要抓好(hao)(hao)贯彻落(luo)(luo)实(shi)。财(cai)(cai)政部作(zuo)为(wei)财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)主(zhu)责(ze)部门,将(jiang)积(ji)极(ji)会(hui)(hui)(hui)(hui)(hui)同(tong)有(you)关部门采取有(you)力措施,推(tui)(tui)动(dong)(dong)《意(yi)见(jian)(jian)(jian)》各项任务、要求(qiu)落(luo)(luo)地(di)见(jian)(jian)(jian)效。一是(shi)加(jia)(jia)强(qiang)宣(xuan)传引导(dao)。通过(guo)新闻媒体(ti)(ti)、会(hui)(hui)(hui)(hui)(hui)议(yi)培训等(deng)多种(zhong)方式,加(jia)(jia)强(qiang)对《意(yi)见(jian)(jian)(jian)》的(de)(de)宣(xuan)传解读和(he)舆(yu)论(lun)引导(dao),积(ji)极(ji)回应社会(hui)(hui)(hui)(hui)(hui)关切(qie),充分调动(dong)(dong)各方面(mian)积(ji)极(ji)性,为(wei)加(jia)(jia)强(qiang)财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)工作(zuo)营造良好(hao)(hao)环境。二是(shi)加(jia)(jia)强(qiang)组(zu)织领导(dao)。根据《意(yi)见(jian)(jian)(jian)》部署,强(qiang)化组(zu)织领导(dao),加(jia)(jia)强(qiang)统(tong)筹协调,推(tui)(tui)动(dong)(dong)各地(di)区(qu)各部门明确职责(ze)分工,结合实(shi)际(ji)制(zhi)定具体(ti)(ti)实(shi)施方案,确保各项工作(zuo)任务落(luo)(luo)实(shi)落(luo)(luo)地(di)。三(san)是(shi)夯实(shi)工作(zuo)基础。推(tui)(tui)进财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)法治(zhi)建设(she)(she),加(jia)(jia)强(qiang)财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)队(dui)伍建设(she)(she),统(tong)筹推(tui)(tui)进财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)信息化建设(she)(she),提(ti)升工作(zuo)效能。四是(shi)加(jia)(jia)强(qiang)督(du)(du)(du)(du)促指导(dao)。财(cai)(cai)政部将(jiang)会(hui)(hui)(hui)(hui)(hui)同(tong)有(you)关部门适(shi)时对各地(di)区(qu)各部门贯彻落(luo)(luo)实(shi)情况开展督(du)(du)(du)(du)导(dao)和(he)调研,合力推(tui)(tui)动(dong)(dong)《意(yi)见(jian)(jian)(jian)》落(luo)(luo)地(di)落(luo)(luo)细,对于贯彻落(luo)(luo)实(shi)财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)(du)(du)(du)决策部署不(bu)力、职责(ze)履行不(bu)到位的(de)(de),严肃追(zhui)责(ze)问(wen)责(ze)。
